Early Retirement Incentive
Our early retirement incentive was passed in Omnibus Pension Bill 1. There are two important dates in the bill. The first being the date of enactment through July 15, 2006, and then July 15, 2006 to September 1, 2006, where employees who are offered this option may take advantage of certain incentive provisions if the agency is facing potential layoffs. Middle Management Association will be putting out more information on this once we know the Governor has signed the bill.
Organ Donation
Middle Management Association had House File 3217 introduced which provides up to 40 hours of paid leave for any public employee who donates an organ. This bill has passed both the House and Senate, and we expect it to be signed by the Governor. We want to thank Representative Rick Hansen (former board member of MMA) for his work in introducing and getting this bill passed.
Contract Ratification
MMA’s contract was ratified by the full Legislator and is expected to be signed by the Governor.
Middle Management Association is pleased to have two of the bills we sponsored passed in this session of the Legislator, particularly the incentive bill, which we have had introduced in the last four legislative sessions. Our hope is that the Governor signs the incentive bill and allows certain state employees to take advantage of the early retirement incentive.
Note: The Lights On Bills or continuing resolution that would have prevented future state shutdowns did not pass.
It should also be noted that the MSRS increased contributions by both employee and employer did pass in Omnibus Pension 1 as well as the cap on investment gains for the post-retirement fund. Most of the provisions in Omnibus Pension 1 and 2 go a long way in rebutting the criticism and concern of the defined benefit public pension plans.
