The Middle Management Negotiations Team met with the State on Monday and Tuesday, September 10 and 11, 2007. Discussions focused on the following issues:
Article 10- Leave of Absence - Discussions on Section 3(C) Paid Educational Leave.
Article 11 - Hours of Work and Overtime - Discussions centered on MMA’s concern with the expansion of rotating shifts/days off and changes in hours within various departments.
Article 12 - Seniority - Discussions focused on managers who return to MMA and the effect on their seniority.
Article 13 - Layoff and Recall - MMA and the State agreed on the intent of the contract language concerning the priority order of claiming /layoff listing under Section 7.
Article 14 - Filling of Positions - MMA and the State agreed on the intent of the contract language concerning the priority order when filling vacancies.
Additional discussions included the length of vacancy posting requirements in the seniority unit and the "Resumix" system (outside of the seniority unit).
Article 15 - Probationary Period - Discussed need to ensure mid-point probationary reviews are mandatory.
After numerous and lengthy discussions on these articles/issues, the majority remain open and unresolved with the exception of issues stated under Article 13 and 14 above.
The State also presented MMA with their initial proposal on Article 16 – Wages. No other discussions occurred on economic items.
The next scheduled negotiation dates are as follows:
September 26 and 27; supplemental and inequities will be presented and discussed. All remaining open articles, including wages and other economic proposals, will be addressed on October 22, 23 and 24. December 5 and 6 have been reserved if additional negotiation sessions are necessary.
