Summary of the 2009 - 2011 Contract Changes

 

The Middle Management Association Negotiations Committee recommended adoption of the tentative settlement to the MMA Board of Directors at its May 16, 2009 meeting and your Board of Directors “approved” the tentative settlement; that it be presented to the membership to vote on. Additional information and materials concerning the contract ratification process will be posted and/or mailed to members as soon as it becomes available.

The following is a summary of the contractual changes:

1. WAGES:

No general increase in wages during this two year contract.

2. PROGRESSION:

Step increases in the second year but not in the first year.

3. HEALTH INSURANCE:

 

  • Continue 100% employer paid health insurance for singles and 85% employer paid coverage for families.
  • No increase in health insurance benefits, deductibles, co-pays or maximum out-of-pocket costs.
  • In 2010, no increase in health insurance premiums and in 2011, a projected increase of 6.7%.
  • In the second year of the contract, there will be a $125 employer contribution to each employee’s benefit card.
  • Corrections Early Retirement Plan (Incentive) – No change.

4. SUPPLEMENTALS:

Work on a Holiday Premium Pay .

In the Department of Transportation, the work on a holiday premium pay rate was increased. Currently the rate is $20 per four hours worked, with a maximum of $40. The new rate effective July 1, 2009 will be $30 per four hours worked to a maximum of $60 daily. This rate then matches corresponding rates for certain classes in Department of Human Services, Department of Corrections and Department of Veterans Affairs.

In Public Safety, there will now be a work on a holiday premium pay rate for Radio Communications Supervisors, which is $30 per four hours worked to a maximum of $60 daily effective July 1, 2009 .

In the Department of Corrections, Supervisors in the Office of Special Investigations will now have the same on-call provisions as the Supervisors in the institutions.

The Memo of Understanding updating the Department of Human Services No Layoff Agreement, with the corrected vacation/severance pay language was incorporated into Appendix H – Department of Human Services/Department wide.

5. INEQUITIES

The State has agreed to a process with MMA in which the State will review any inequities created by changes in other units not yet settled (i.e., the nurses contract) to see if the non- MMA inequities thereby create inequities for any positions in MMA .

6. PUBLIC SAFETY MEMORANDUMS OF UNDERSTANDING

The 2009 - 2011 Agreement will include two Memorandums of Understanding that will be incorporated into the Department of Public Safety Supplement. The two new sections involve Hazardous Material Responders and Commercial Vehicle Inspection Supervisors.
