2. SALARY GRID ADJUSTMENT
All salary grids will be merged into one uniform grid so there
will be only one main grid and an IT grid in this new contract.
The merging of the non IT grids into
one grid will have the effect of giving up to a ½% increase for all supervisors
not at the top step. This grid integration and added increase
for supervisors not at the top step was done to correct the salary
schedule glitch that occurred some years ago when all top steps
were increased by ½%.
3. INSURANCE
1) Health Insurance: All supervisors should have received notice
of the changes in the insurance. MMA was pleased that the changes
were quite modest compared to previous years. All of the changes
made can be seen on the MMA website in the 8/21/07 Bargaining
Update article.
2) Corrections Early Retirement Plan (CERP):
The State and the Association had earlier agreed to continue
the plan unchanged including the age 55 cutoff for receiving
the health insurance benefit. Since that agreement was made,
the State has been formally notified by the federal government
(EEOC) that the age 55 cutoff is illegal and must be eliminated.
Consequently, MMA has agreed that for supervisors retiring
after October 24, 2007, the health insurance benefits will
be available even if the supervisor retires after age 55. Most
significantly, the State agreed that no other part of the plan
will be changed, just the age 55 cutoff.
4. SEVERANCE
Effective January 9, 2008, the severance payout system will
change.
Through January 8, 2008 the payout
will be as it has been: 40% of the first 900 hours and 12 ½%
of all hours over 900 hours.
Starting January 9, 2008 the severance payout will be: 35%
for all accumulated sick leave hours
5. DEFERRED COMPENSATION
Effective July 1, 2008, the State will increase its match
to $300/year (currently $200/year).
6. ON-CALL HOURS
Rate of pay for on-call hours will increase to $50 a day
and $350 a week
(Currently $45 a day and $280 a week). These rate increases
will be
reflected in the supplemental agreements with the Minnesota
Academies, D.H.S. and Transportation. (Effective the date approved
by
the Legislative Joint Sub-Committee on Employee Relations.)
7. SHIFT DIFFERENTIAL
Increased from $.60/hour to $.65/hour. (Effective the date
approved by the
Legislative Joint Sub-Committee on Employee Relations.)
8. MISCELLANEOUS
Compensatory Time on Promotion to a Classification in Salary
Range 19 or Above: The State may but is not required to liquidate
in cash the compensatory time for any supervisor promoted to
a classification in salary range 19 or above.
Reallocation Probationary Period: The State agreed to shorten
the probationary period in some cases for reallocated supervisors
from 6 months to 3 months.
Expenses: Rates will be increased for specially equipped vans
and for personal aircraft.
Team Achievement Awards: These Awards will be eliminated as
an option available to the State.
9. DEPARTMENT SUPPLEMENTALS
DNR:
Pilot program for insurance for certain part-time supervisors
is continued for another two years.
Military Affairs:
Uniform allowance changed from $350 to $500/year.
MnSCU:
Tuition waiver for supervisor (but not dependents) is increased
from 16 to 20 credits per year.
Supplemental Retirement Contribution Plan (SRP), for permanent
unclassified supervisors participating in SRP, will increase
from the current $1,400/year to $1,600/year in year 1 and $1,700/year
in year 2 of this contract.
CORRECTIONS
Penalty Pay on Late Notice of Shift Change: The State has
agreed that it will pay $20/shift for any shift change given
to a supervisor without 14 days prior notice.
Trades Differential: This has been eliminated.
MCF-Togo: The master on-call rate at Togo is extended for
another two years only, and will be increased as per the master
agreement but will not be the same as the corrections supplemental.
Weekend Coverage: Supervisors in the classification of Corrections
Lieutenant who are assigned to rotating weekend coverage, may
carry the hours earned as a result of that assignment to the
next 3 pay periods for use by the end of the 3rd payroll period.
10. INEQUITIES
The State has agreed to a process with MMA in which the State
will review certain inequities identified in master negotiations
by MMA and any inequities created by changes in other units
not yet settled (i.e., the nurses contract).
